At the global level, the GM aims to raise awareness on the important linkages between trade, agriculture and SLM and to facilitate dialogue, collaboration and coordination between the agriculture and rural development and trade stakeholders.

To this end, the GM engages in the following activities:

Policy dialogue on AfT, particularly AfT and Agriculture and Rural Development;
Research on AfT delivery, implementation and financing modalities;
Development and publishing of papers on the linkages between trade, agriculture and SLM;
Organisation/participation in workshops and seminars to stimulate discussion on trade, agriculture and SLM;
Lobbying with trade-related institutions, particularly the Geneva-based institutions (e.g. WTO, ITC, UNCTAD) to mainstream SLM issues into their activities;
Lobbying with agriculture and environment institutions (e.g. IFAD, FAO, the GDPRD, the GEF) to promote their engagement in AfT;
Networking and partnership building with international institutions to engage them in providing technical backstopping and financing of country’s initiatives on Trade, Agriculture and SLM;
Promoting the development and implementation of integrated approaches to build synergies across sectors.

Bridging AfT and Agriculture

The GM actively promotes cross-sectoral coordination between AfT and Agriculture and Rural Development (ARD). Key partners of the GM in this area are the European Centre for Development Policy Management (ECDPM), and the Technical Centre for Agricultural and Rural Cooperation ACP-EU (CTA).

There is a “momentum” for linking AfT & ARD. The need to improve cross-sectoral linkages was at the centre of debate at the AfT session held at the Annual General Assembly of the Global Donor Platform for Rural Development (GDPRD) - hosted by the GM and IFAD on 26-27 January 2010 - and at the WTO Thematic Workshop on AfT and Agriculture held back-to-back the 14th Session of the WTO Committee on Trade and Development on Aid for Trade in March 2010.

At the centre of the debate is whether or not AfT & ARD stakeholders are sufficiently engaged in each others’ processes to ensure that the trade and rural development agendas are coherent and mutually supportive - e.g. Is AfT addressing ARD needs? Is it promoting sustainable production in agriculture? Is it addressing food security needs? Is it engaging the small producers? And vice versa – does the agricultural promotion agenda lend itself to be supportive of sustainable trade, particularly in times when the food imports into Africa alone reach 40 billion USD annual as we speak?
